Exceptional Student Education (ESE) Services for Pre-K
Leon County Schools provides PK Exceptional Student Education (ESE) services for children ages 3–5 who qualify for support under the Individuals with Disabilities Education Act (IDEA). These services ensure young learners receive specially designed instruction and related therapies tailored to their individual needs.
PK ESE services are delivered within Pre-K classrooms across the district, allowing children to learn alongside their peers while receiving the support they need to grow and thrive.
Who Qualifies for PK ESE?
Children may be eligible if they demonstrate delays or disabilities in one or more areas, such as:

Speech or language development

Cognitive or problem-solving skills

Fine or gross motor development
-
Social or emotional regulation
-
Adaptive or self-help skills
Eligibility is determined through a comprehensive evaluation and finalized by the IEP (Individualized Education Plan) team in accordance with IDEA and Florida State Board Rules.
How PK ESE Services Are Delivered
PK ESE services are provided in a push-in model – meaning instruction and therapy occur within the child’s general Pre-K classroom to support learning in natural routines and environments.
Services may include:

Specialized instruction guided by the child’s IEP
This inclusive approach allows children to learn, play, and grow alongside their peers while receiving individualized support.
Classroom Settings
All Leon County Schools Pre-K classrooms can serve students with disabilities. Each classroom:

Uses developmentally appropriate, play-based instruction

Provides small-group and individualized learning support

Is staffed by a certified Pre-K teacher and paraprofessional
-
Embeds intervention strategies throughout the day
Students receive services based on their IEP—not on the school they attend—so placement aligns with both program availability and student needs.
How Families Begin the Process
Families who suspect their child may need PK ESE services should begin by completing a developmental screening questionnaire. If screening results suggest a need for further evaluation, the Department of Early Learning will guide families through the referral and evaluation process.
